Context
Under the supervision and guidance of the supervisor, the UCT UNV Specialist will work closely with the Operations and MIS teams based in Amman and Programme Specialist based in Sana`a to ensure FSPs fully adhere to the UCT project protocols, i.e., trainings, quality of services, fixing issues timely as they may arise during the payment implementation in the field, and following up with FSPs on pending issues. The Specialist UNV will be reviewing the issues raised on the payment through the issue log from partners and Field Consultants` (FCs) reports, Third-party Monitoring (TPM) reports, complaints filed by the beneficiaries through the Grievance Redressal Mechanism (GRM) on daily basis and will communicate issues to involved FSPs for taking corrective action. He/she will also prepare daily summary of issues reported and provide status updates based on his/her follow up with FSPs.
Task description
The purpose & activities of this assignment and the specialist’s tasks include: • Train Financial Service Providers` (FSPs) personnel on the Unconditional Cash Transfer (UCT) project protocols, i.e., payment standards, safety and security of the UCT household cash recipients and project personnel, combating fraud and corruption, health and hygiene measures, etc. • Follow up and monitor the FSPs on their cascade training plan and implementation before each Payment Cycle (PC) to ensure that only trained Payment Agents (Pas) can participate in the UCT project implementation. • Follow up on the preparations of UCT payment cycle and the preparedness check activities for the FSPs system and site readiness. • Strengthen payment system through continuous follow up with FSPs on issues arising in the payment sites to ensure best quality of services for the UCT cash recipients. • Participate in the partners coordination meeting and support the operation manager in highlighting the issues and actions required and follow up on the action points. • Support and monitor the implementation of the safeguarding measures by the FSPs in line with the UNICEF requirements. Results/expected outputs: A - Review and update current training materials used for training the FSPs` personnel and conduct master training: • Update the training materials in Arabic. • Update the training materials in English. • Update the training materials in Arabic. • Update the training materials in English. • Review training materials after each PC to reflect lessons learned and include issues that need to be addresses. B- Monitor Cascade training of the FSPs for their Payment Agents` (PAs) personnel: • Engage with FSPs to develop the cascade training plan for their Pas and monitor the cascade training (on a spot-check basis) to ensure the right content is delivered. • Ensure the cascade training plan is available for use by the TPMO for monitoring purposes and provide updates on changes in the training schedules. • Develop questions and share the link with FSPs for their use to test knowledge of the PAs after each training. • Follow up with FSPs on the implementation of cascade training, including test scores and requiring those who do not pass the test to repeat the training and the test prior to the start of their functions. • Compile and analyze the training results by FSP, highlighting red flags and areas of improvement. • Provide input to the TPM training observation checklist to ensure relevance. C- Follow up with FSPs on the signing of code of conduct by their personnel and those of their PAs: • Ask FSPs to ensure that all their personnel and those of the PAs sign the code of conduct before they participate in the implementation. • Ask FSPs to ensure that all their personnel and those of the PAs sign the code of conduct before they participate in the implementation. • Follow up with FSPs on the TPM spot check finding related to code of conduct and ensure their full compliance. D- Follow up with FSPs on issues identified in the payment sites during each PC: • Monitor information coming from the field and communicate to FSPs for their immediate corrective actions. • Follow up with FSPs and seek updates on actions taken. • Prepare summary of issues and status updates and share it with YSC staff on daily basis. E- Take part in the preparation of each PC to support full adherence of FSPs with agreed protocols for the UCT project: • Feed in the preparation of PCs to plan for necessary trainings for FSPs and their PAs` personnel. • Support training need analysis before each PC and ensure that FSPs` personnel and those of their PAs always adhere to agreed project standards. F- Support and monitor the implementation of the safeguarding measures by the FSPs in line with the UNICEF requirements. • As part of the monitoring of cascade trainings, ensure that the training on safeguarding is done in line with the content approved by UNICEF and that all trained personnel reach a minimum score on the tests. • During field visits, monitor compliance of safeguarding measures by FSPs and trigger corrective measures. • Liaise with the FSPs to obtain the Codes of Conduct signed by all FSP personnel prior to the payment cycle, and conduct spot-checks to ensure compliance. • Support the communication with the FSPs on safeguarding related matters as needed.
