Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

The Country Cluster Delegation (CCD) Bangkok covers four countries namely Cambodia, Lao PDR, Thailand and Viet Nam and reports to the Asia Pacific Regional Office (APRO). The CCD Bangkok also provides secretariat support to the Southeast Asia Red Cross Red Crescent Networks and represents IFRC with the United Nations ESCAP and other regional organizations based in Bangkok. The programme team within the delegation covers the thematic areas of disaster preparedness, response, climate resilience, health, communications and planning, monitoring, evaluation and reporting. The team works closely with other thematic focal points particularly in Youth and volunteering and protection, gender and inclusion.

The Southeast Asia Red Cross Red Crescent Community Safety and Resilience (CSR) Network was initially established as a Community Safety and Resilience Forum in 2014 at the request of the Southeast Asia National Society Leaders to deepen integration between Disaster Management, Health and Organizational Development as well as to oversee the implementation of the Regional Road Map for CSR in line with the strategic directions from SEA Leaders.

The CSR Network’s main purpose is to enhance community safety and resilience in Southeast Asia, through a virtual platform for disaster management and health practitioners from 11 Southeast Asian Red Cross and Red Crescent societies to regularly exchange best practices. The recommendations of the CSR Network also aim at informing Southeast Asian National Societies’ leadership before they agree on regional priorities in the field of CSR.

Job Purpose

The intern works primarily with the Disaster Preparedness & Response Senior Officer and the Disaster Risk Reduction Officer, under the supervision of the Programme Coordinator based in the IFRC CCD Bangkok. Her/his main focus will be to support the IFRC Programme Team’s work on DRR projects and disaster response operations, and to facilitate the dialogue with and among the CSR Network members, including the design and organization of the CSR Network’s online meetings. 

The intern will also support the IFRC CCD with tasks related to translation, interpretation, and event organization.

Job Duties and Responsibilities

  • Assist in monitoring the day-to day weather forecast and disaster alerts in Thailand, Cambodia, Laos and Viet Nam
  • Coordinate with Programme officers in Viet Nam and Laos to enquire day-to day weather forecast and disaster alert information updates.
  • Draft information updates from the four countries and share with the Disaster Preparedness & Response Senior Officer to post it on the IFRC GO Platform
  • Assist the DRR Officer in monitoring the monthly and bi-annual report submission of the “Enhancing DRR Capacities in Thailand” project with the Thai Red Cross Society (TRCS) and provide translation from Thai to English as necessary.
  • Assist the DRR Officer in organizing training workshops as required.
  • Assist the IFRC CCD Programme team in preparing project management tool-related information.
  • Liaise with the relevant National Society focal points, the CCD Team, and IFRC technical coordinators in the IFRC Asia-Pacific Regional Office (APRO), to develop the agenda of the CSR Network online meetings;
  • Organize and provide admin support to the CSR Network online meeting and produce the summary report, including the key messages produced by the members in view of the Southeast Asia Leaders Meeting in 2024;
  • Act as a focal point within the IFRC CCD to enhance the coordination with and among the CSR Network members;
  • Provide support to the IFRC CCD programme team as and when required by the hiring manager.

  • Maintain strict moral confidentiality and do not disclose neither spread any confidential or sensitive information.
  • Organize archives of all reports and documents and treat them as confidential material.

Education

Degree in Disaster Management, Health, Development, law, international relations, or related field (Required)

Experience

Experience in Community Engagement and/or Partnership Development (Preferred)
Experience within the International Red Cross and Red Crescent Movement (Required) (Preferred)Self-supporting in computer skills (Required)
Ability to work in a diverse cultural context (Required)

Good command of one of the other languages commonly spoken in the region (Required)

Fluent spoken and written English and Thai (Required)
Good command of another IFRC official language (French, Spanish or Arabic) (Preferred)
