You’ll be working within the broader Public Policy & Economic Research team in External Affairs (EA), as well as across functions surrounded and supported by experts in everything from fiscal policy, customs policy, regulatory/product policy, environmental policy, public affairs, economic research, and illicit trade. We are currently looking for a Senior Manager Regulatory Policy to join our global EA Regulatory Policy team and play an active role in the biggest transformation in the history of our company.Regulatory Policy sits in the broader Public Policy & Economic Research team, which is primarily located across London, Brussels and Lausanne (Switzerland). However, this specific role is based in London, UK (at the Global Studio, in Central London). The main purpose of this role will be to support development of innovative and sustainable regulatory approaches for the expanding portfolio of our products and supportive advocacy narratives to advance our global transformation away from cigarettes and other combustible products. This role will primarily support our smoke-free nicotine and emerging non-nicotine businesses. PMI has a flexible working culture. Some international travel is required.Key responsibilities:-Monitors regulatory developments & trends related to existing and emerging SFP categories impacting regulatory classification, product features, commercial freedoms, etc. and identifies potential directions in which regulations can evolve.-Monitors emerging regulatory trends in other sectors to find regulatory benchmarks, potential parallels and alliances that can be leveraged for successful advocacy for smoke-free transformation.-In close collaboration and alignment with other EA Policy teams (SFP Category Heads, Product Policy and Fiscal Policy), as well as other EA functions (Business Development, Public Affairs, EA teams in the Regions and markets) and beyond, prepares recommendations on regulatory approaches.-Develops credible and compelling narratives to support company and industry transformation.-Maps relevant policy stakeholders (incl., think-tanks, key opinion leaders, consultants, etc.).-Engages with markets to provide bespoke EA Regulatory Policy advice & materials.-Manages external consultants and research projects.Deliverables:-Provides analysis of the current regulatory environment as well as emerging Regulatory Policy trends (within tobacco & nicotine sector and beyond) vs their impact on the current SFP portfolio and future product innovation.-Develops innovative policy approaches and provides input on regulatory blueprints.-Actively contributes to development of regulatory recommendations, in close collaboration with other EA Policy teams (Product, Fiscal, ESG, Economic Research), other EA functions (Business Development and Public Affairs), and EA teams in the Regions and markets.-Provides Regulatory Policy narratives to EA regions and markets, developed in close coordination with other functions beyond EA (including Global Communications, Consumer Insights, etc.).-Produces high quality research for key projects.Desired Profile:-Education: Public/Gov. Policy, Law, Business Management or related fields.-Related work experience (8 years +)-No prior experience in tobacco or nicotine is necessary. However, experience of other highly regulated industries such as technology, alcohol, food & beverage, pharma, cannabis, chemical, energy, natural resources etc. including involvement in regulating these sectors as a representative of a governmental / regulatory institution or consultancy firm is a distinct advantage.-Experience in policy / law-making process, incl. involvement in revision of legislation and related engagements with policy makers at the Governmental and Parliamentary levels.-Good business understanding & experience in collaboration with commercial teams is a plus.-Ability to analyze political and regulatory trends to determine opportunities and risks for the business.-Ability to analyze the link between regulatory framework / trends and business development / product commercialization (e.g., identifying regulatory risks vs opportunities in the context of product portfolio development).-Deep understanding of the rules of policy- and law-making processes, including at international or regional level, that will provide a strategic advantage in developing viable regulatory proposals / strategies that will resonate with external, regulatory and political stakeholders.-Ability to analyze issues and develop logical, customer-centric solutions, and distill into a concise, comprehensible, and impactful recommendations which bridge policy and politics.-Ability to manage complexity and collaboration with numerous cross-functional teams (PBO).-Strong interpersonal skills, analytical skills, agility, resilience, outcome orientation, tact and diplomacy.-Ability to engage with external 3rd parties on Regulatory Policy matters.What we offer Our success depends on the men and women who come to work every single day with a sense of purpose and an appetite for progress.
