Context
In the framework of the 2021-2025 Country Programme, UNICEF has partnered with Government and non-government institutions:i) to ensure equitable access to high-impact and quality health, nutrition, and early childhood development services,ii) to increase access to quality inclusive education and learning opportunities;iii) to protect girls and boys from all forms of violence, ill-treatment and socio-economic vulnerabilities, benefiting from social and child protection services.Since 2019, to support the national efforts on implementation of SDG 4 and 13, UNICEF and the Ministry of Education have implemented the joint initiative on “Strengthening Resilience for Climate Change adaptation for Children” which raised awareness and empowered children in schools to adapt and mitigate the impacts of climate change and environmental risks. As part of this initiative, the Climate Change, Environment and Energy Curriculum was developed and incorporated in selected school subjects. UNICEF continues to support the MoE in rolling out the new curriculum, and scaling up the scope of its work in Climate Change, Disaster Risk Reduction (DRR) and emergency preparedness.To support and expand the country’s efforts in implementation of the disaster risk reduction, climate change adaptation and preparedness to potential emergencies of children and communities, UNICEF is seeking an International UN Youth Volunteer to assist in the planning, development and implementation of the Climate Change, DRR, and emergency preparedness portfolio.
Task description
Under the direct supervision of Climate Change, Disaster Risk Reduction and Emergency Preparedness Officer, the UN Volunteer will undertake the following tasks:In Climate Change:1. Facilitate integrating the Climate Change Adaptation into the workplans of different UNICEF programmes and key strategic documents.2. Provide technical support for effective and timely planning and implementation of the climate change adaptation interventions.3. Assist in mainstreaming the Climate Change Adaptation curriculum in the education system at all levels.4. Contribute to on-going update of legislation with focus on strengthening resilience for Climate Change adaptation for children.5. Support introduction and piloting of disability inclusive DRR/Climate Change in the educational institutions for children with disability.In Crisis Prevention and Disaster Risk Reduction:1. Facilitate the cross-sectoral approach for integrating DRR issues in the plans of action and workplans.2. Support mainstreaming of the DRR topics in the education system referring to measures to protect learners and education workers from death, injury and harm in schools, to plan for educational continuity in the event of hazards, and to strengthen climate-smart disaster resilience through education.3. Ensure integration of the Core Commitments for Children in Humanitarian Action (CCCs) into the Risk Reduction components of UNICEF’s Education activities to enable promotion of school emergency preparedness, advocacy for safe school structures, and incorporation of DRR measures in the school curriculum.In Emergency Preparedness:1. Coordinate the formulation of plans of action in preparation and response to emergencies. Gather information on best practices in emergency and integrate in the preparation of contingency plans.2. Identify formal and informal sources of information, collecting, interpreting and analysing available data on emergency risks and their implications. Keep effective flow of information and communication for the planning and implementation in emergencies. Identify available information resources on emergency prone areas.3. Support in organizing training for the office and partners’ staff capacity building in emergencies preparedness and response. Participate in national emergency training workshops and assist to enhancement of the emergency preparedness and response capacity of the office and partners.4. Supports UNICEF emergency preparedness initiatives, including estimation, storage and monitoring of emergency supplies, stand by partnership arrangements and agreements with National Red Crescent Society of Turkmenistan (NRCST), Ministry of Defense and other national partners, to strengthen readiness and capacity for timely response.In Emergency Response (as applicable):1. In the event of an emergency, promptly assist in implementing the initial operational tasks relating to emergency assistance. Support the collection of reliable information to verify the nature and extent of the emergency with staff, government officials, other UN agencies or local organizations and media.2. In the event of an emergency, assists supervisor with assessment of local emergency situation. If necessary, assist with the conduct of joint assessments of the magnitude of the crisis and its implications for children, mothers and communities.3. In the event of an emergency, participate and support in implementation of the emergency preparedness and response activities as necessary. Assist with the timely delivery of humanitarian assistance and procurement of supplies and monitor the use of UNICEF resources.
