Office/Unit/Project Description  

The United Nations Development Program (UNDP) has been working in Haiti since June 28, 1973. The UNDP is part of the United Nations system along with 17 other agencies also present in the country. Its presence is defined by a basic agreement with the Government of Haiti, which sets out the basic conditions under which the program will support the Government in the implementation of its development projects.

UNDP supports the Government of Haiti in its long-term approach to sustainable development by supporting capacity building of national institutions, the local private sector and communities in Haiti to better prepare the country's future and build a strong and resilient nation.

UNDP interventions are based on a Strategic Plan. The Strategic Plan is grounded in UNDP's ongoing commitment to eradicating poverty, support countries in their pathways towards the SDGs and working towards the Paris Agreement. It envisions bold goals, making a difference to millions of lives, including through tackling multidimensional poverty, energy access, elections participation and development financing. It explains how UNDP will develop our six signature solutions – powered by digitalization, innovation and development financing – for greater impact. 

UNDP is striving to ensure its procurement function and practices are an integral part of UNDP’s competitive advantage as a development partner of choice. This requires placing more attention on strategically integrating procurement at the project design state, stimulating innovation in specifications and technologies, and adopting more sustainable production and consumption practices that align with UNDPs sustainable development goals.  Sustainable procurement means making sure products, services, and purchases are as sustainable as possible with the lowest environmental impact and most positive social results. In implementing UNDP strategic procurement priorities, Country offices will strive to use flexible methods for high-value/low-risk and timely delivery that meet the needs of its clients and key stakeholders.

Under the guidance and direct supervision of the ICT Manager/Analyst or Associate, the ICT Support Assistant provides ICT and administrative support services to the ICT unit, provides daily technical support to users of information management tools and technology infrastructure. The ICT Support Assistant promotes a client-oriented approach.

 The ICT Support Associate  works in close collaboration with projects staff located in all sub-offices , Main office, Management Support and Business Development, Programme and Operations teams in a large CO and UNDP HQ staff for resolving complex ICT-related issues.

Supports implementation of ICT management systems and strategies, focusing on achievement of the following results:

  • Compliance with corporate information management and technology standards;
  • guidelines and procedures for the CO technology environment;
  • Support to the use of Atlas (UNDP’s implementation of ERP) functionality for improved business results and improved client services;
  • Provision of inputs to the CO administrative business processes mapping and implementation of the internal standard operating procedures (SOPs);
  • Provision of inputs to preparation of results-oriented workplans.

 Ensures effective functioning of the CO hardware and software packages, focusing on the achievement of the following results:

  • Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs;
  • Assistance in the installation of commercial and in-house developed software and related upgrades;
  • Assistance in upgrading patch and anti-virus programs on a timely basis;
  • Monitoring of file server traffic, usage and performance on a frequent and regular basis;
  • Support to users in backing up and restoring their files, as well as in virus detection, removal and prevention.

Supports networks administration, focusing on achievement of the following results:

  • Assistance in trouble-shooting and monitoring of network problems;
  • Response to user needs and questions regarding network access;
  • Assistance in backup and restoration procedures for local drives;
  • Maintenance of backup logs;
  • Assistance to organization of off-site storage of backups.

 Provides administrative support, focusing on achievement of the following results:

  • Maintenance of an up-to-date inventory of software and hardware;
  • Maintenance of a library of ICT related reference materials;
  • Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit;
  • Maintenance of the filing system ensuring safekeeping of confidential materials;
  • Extraction of data from various sources;
  • Research and retrieval of l data from internal and external sources; preparation of statistical charts, tables and reports as required;
  • Provision of ICT support to key events.

Ensures facilitation of knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

  • Participation and assistance in the organization of training for the CO staff on ICT issues;
  • Sound contributions to knowledge networks and communities of practice.

Impact of results

 The key results have an impact on the overall efficiency of the Country Office including improved business results and client services. Forward-looking ICT management has an impact on the organization of office management, knowledge sharing, and information provision.

Scope of Work 

Scope: Support all project located in Sub-Office

Location : Musseau

Min. Academic Education

Secondary education is required with formal training in IT systems, business software and/or web-based applications is required. OR A university degree in Information Technology, Information Management, Telecommunications, Computer

Science, or an equivalent field will be given due consideration, but it is not a requirement.

Min. years of relevant Work experience 

Minimum of 6 years (with high school diploma) or 3 years (with bachelor’s degree) of relevant working experience in network administration and operations, web design, providing technical support for hardware/software or Cloud ERP environments, working with telecommunications facilities; and applying knowledge of database applications, web-based management systems and cloud infrastructure solutions.

Required  skills and competencies

Experience working with user-centered designs and conducting user research and testing is required.3 years of relevant working experience in ICT Assistant and Support.

Desired additional skills and competencies

Certifications in CCNA, MSCA, MSCE, and/or MCP are an asset.

Working experience with the United Nations or any other international organization is an asset

Required Language(s) (at working level)

Fluency in French and local language is required,

Working knowledge ofEnglish is an added value

Professional Certificates

Cloud Computing, CCNA and Microsoft Certified Professional (MCP) required. If certification is not available at the time of recruitment, it should be obtained within 6 months
