The reforms as required for the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS), 2018, provides a better opportunity for Revitalized Government of National Unity (RTGoNU) to build the capacity of the civil servants skillfully, structurally, systematically, symbiotically, and synthetically. This will necessitate the placements of well-trained civil servants who are motivated as Change Agents to deliver peace dividends impactfully, effectively, and efficiently for the welfare and human development of the people of South Sudan. It will also require competency-based training, mentoring, and coaching on planning and administration for effective Public Service by enabling the staff at different grades to acquire professional skills and knowledge of assessing, analyzing, deciding, planning, organizing, staffing, leading, controlling, performing, evaluating the progress in Ministry of Public Service and Human Resource Development.

It is for this purpose that the GEMS Project has been designed with enabling functional tools of professional discharge of duties in public administration sector, learning from relevant comparative experiences and adjusting attitude of civil servants to match the standards required for “good governance” with reference to relevant comparative experience. This will   lead to improvement of quality of Public Service in line with legal principles, regulatory frameworks, operational policies, division of labour, code of ethics, human resource development and devolution of powers of government.


 
Duties and Responsibilities

The Special Skills Analyst  (SSE) for Administration and Planning in the Ministry of Public Service and Human Resource Development supports the Change Agents with detailed technical capacity building through trainings, coaching and mentoring for decision-makings and rendering of effective and efficient Public Service in a planned manner based on Ministry’s Strategic Plan (2020 – 2025) and with alignment to the Revised National Development Strategy (2018 – 2024), Agenda 2063, gender mainstreaming, among other related obligations. These are coordinated with the work of PFM-RS Secretariat and in collaboration with development partners who appreciate triple nexus approach of linking peace, humanitarian, and development to following Public Finance Management Reform Strategy (PFM-RS) Priorities:
  • Implementation of the Treasury Single Account (TSA).
  • Strengthening of Cash Management.
  • Relocation of the Loans Committee to the MOFP.
  • Reviewing, Verification and Clearance of All Arrears.
  • Reviewing and Verification of Loans and Contracts Collateralized or Guaranteed Against Crude Oil.
  • Strengthening of Anti-Corruption Commission (ACC) and National Audit Chamber.
  • Establishing of Public Procurement and Disposal of Assets Authority (PPDAA).
  • Rolling out of the Electronic Payroll Using a Biometric System.
  • Strengthening of the Fiscal Financial Allocation & Monitoring Commission (FFAMC).
  • Strengthening of the Macro-fiscal Framework.
  • Strengthening of the Budget Process and Budget Credibility.
  • Improving Revenue Management.
  • Boosting of Legal Frameworks for Institutional Strengthening.  
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Special Skills Analyst (SSA) for Public ServiceAdministration and Planning, shall be supervised directly by GEMS/PFM Project Management Specialist as indicated in the Organigram in the Annex showing the position of this function within UNDP South Sudan Country Office and under Strategic Governance Unit (SGU).

Required Skills and Experience

 
Education:
  • Advanced University Degree (Master’s degree or equivalent) in public administration, public policy, business administration, political science, law, sociology and in any relevant social sciences fields. OR
  • A first level university degree (bachelor’s degree) in the above-mentioned fields with an additional 2 years of relevant experience will be given due consideration in lieu of advanced university degree.
Experience:
  • Up to 2 years (with Master’s degree) or Minimum of 2 years (with Bachelor’s degree) of relevant experience at the national or international level in public or private sector with particular focus on Administration and Planning is required;
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.). and advanced knowledge of web-based management systems such as ERP;
  • Professional experience of working at the Ministry of Public Service and Human Resource Development of South Sudan or as Special Skills Expert (SSE) under UNDP contract is desired;
  • Demonstrated Mentoring, Coaching and Training Skills/experience
  • Working experience in the UN is desired.

Required Language(s):

  • Proficiency in Written and Spoken English and local language is required.
  • Fluency in Arabic is required.
