STANDARD MINIMUM QUALIFICATIONS

Advanced University   degree   in   Public   Policy,  Public   Administration,  International Development, International Relations, Sociology, Communications, Journalism Marketing or other fields relevant to Social Protection and communications and advocacy.

Social protection is an increasingly relevant strategy for governments to reduce extreme poverty, as well as various forms of hunger and inequality. Virtually every country in the world has at least one Social Protection scheme in place, and 3.7 billion people are already covered by a statutory cash benefit.

As a global leader in fighting hunger and malnutrition worldwide, often in very difficult contexts, WFP is increasingly called upon by governments to support national Social Protection systems and programmes. We work with governments and partners to extend the coverage, comprehensiveness, adequacy, and quality of Social Protection, with the aim of ensuring that more people have access to strong national Social Protection systems that help them to meet their food security, nutrition and associated essential needs; and manage the risks and shocks they face. In 2022, WFP partnered with governments in 88 countries to support national Social Protection, making this an integral part of WFP’s activities in most of the countries where it operates.

JOB PURPOSE

This SocialProtection Junior Consultant will be placed within the School Meals and Social Protection Unit, under the guidance and supervision of the Programme Policy Officer. The consultant will ensure the operational implementation of strategic initiatives and evidence generation.

KEY ACCOUNTABILITIES (not all-inclusive)

In consultation with the thematic leads in the Policy and Programme Support Unit, design, plan, and carry out  evidence generation for Social Protection.

  • Support the identification of key external events of relevance to position and communicate WFP’s work and agenda in Social Protection.
  • Support WFP headquarters, regional bureaux and country offices with their communications  and advocacy on Social Protection for governments, donors and strategic partners.
  • Increase Social Protection’s internal visibility and communicate the rationale behind and the impact of WFP’s engagement in Social Protection.
  • Work closely with internal and 3rd party vendors such as contracted graphics designers, video editors, etc
  • Under the guidance of relevant thematic leads, support other knowledge management initiatives as  required, including evidence generation and research on Social Protection issues.
  • In consultation with relevant thematic leads, develop (and support the creative dissemination of) innovative   and clear evidence-based resources to raise awareness around Social Protection’s contribution to food security and nutrition outcomes.
  • Creatively disseminate and adapt WFP’s research and knowledge products on Social Protection and food security and nutrition, particularly the ‘Mind the Gap’ publication Series with the WFP Fill the Nutrient Gap / Nutrition Team(s), to enhance their outreach - using innovative, engaging modalities from inception to evaluation to share and convey technical content in a user-friendly and human-centred fashion.
  • Support the communications, advocacy, and marketing efforts of WFP’s food security and nutrition-sensitive Social Protection initiatives at the country and regional level, specifically the Child Sensitive Social Protection programme led by WFP in Uganda, and the implementation of the Bill and Melinda Gates Foundation-funded Global Food Crisis grant on linking Social Protection and food fortification in
    the Asia-Pacific and identifying sustainable solutions for improving supply/demand of fortified complementary foods for children aged 6 to 23 months in West Africa.

FUNCTIONAL CAPABILITIES

o    Technical knowledge of Social Protection, different national schemes and how UN agencies contribute to the design, implementation or enhancement of these systems
o    Familiarity with key debates and approaches in food security and nutrition and in Social Protection
o    General understanding of the global hunger and malnutrition situation, WFP as an organisation, and how WFP is addressing food insecurity and malnutrition
o    Knowledge of the different forms of malnutrition, challenges in current approaches to addressing malnutrition, and how nutritional needs and vulnerabilities differ across the life cycle and according to intersecting inequalities

OTHER SPECIFIC JOB REQUIREMENTS

  • Ability to travel.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Education:                        Advanced University   degree   in   Public   Policy, Public   Administration,  International Development, International Relations, Sociology, Communications, Journalism Marketing or other fields relevant to Social Protection and communications and advocacy.

 

Experience:                       At least one year of professional experience, with:

      • International development, humanitarian action, public policy and/or Social Protection.
      • Information and content management, research and evidence generation, communications and advocacy, and/or learning and capacity building
