About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 . This position is located with INSCOM 207th MI BDE - Theater in Vicenza, Italy.
Duties

  • Safety and Occupational Health Manager for a brigade-sized unit with responsibility for planning, managing, and administering a Safety and Occupational Health program.
  • Plans, prepares, staffs, and submits to relevant organizations training requests, schedules, waivers, and memorandums impacting training attendance or execution.
  • Serves as technical expert to identify, analyze, and provide risk management control measures for life-threatening hazards.
  • Assesses the effectiveness of the Safety Program to identify strengths and weaknesses and develops methods and techniques to improve operational and systemic deficiencies.
  • Provides training and technical expertise to support training readiness to effectively train all Brigade Soldiers and Civilians with emphasis on the Intelligence Warfighter.
  • Provides training advice and guidance based on professional expertise in training regulations, training policies, and training databases.
  • Develops and presents relevant lesson plans, support materials, lessons learned, and risk management information for instructional use and in preparation for deployment into an Area of Operations.

Requirements
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • May be required to perform Temporary Duty (TDY) travel up to 10% of the time on an annual basis.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes applying Safety and Occupational Health laws, regulations, principles, practices, and procedures to advise on or resolve technical matters dealing with occupational Safety and health requirements, identifying potential risks involving a wide variety of work environments and occupations; and conducting inspections or surveys for compliance with established Safety and Occupational Health policies and standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.

Employees (and their family members) who require medical or dental care in overseas areas may experience severe limitations accessing medical care both on the military installation and the local economy, and also could incur costly medical expenses.
-If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
-If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for Early Intervention Services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI1342.12 and DoDM 1342.12.
-Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
