Purpose of consultancy

To facilitate the work of the WHO HQ Ethics Review Committee (ERC) Secretariat and provide technical expertise with the Ethics Review process. This facilitation will span from protocol generation, through review, until project closure.
To contribute to the development of training materials in relation to the ERC work.

Background

The Secretariat of the ERC (hereafter referred to as the Secretariat) is hosted within the World Health Organization (WHO) with the goal of providing oversight to all research conducted and supported by WHO. It is the responsibility of the ERC Secretariat to ensure that:

  • i) the ERC functions efficiently and effectively,
  • ii) that all research projects are provided with adequate ethical oversight, and,
  • iii) best practices in relation to research ethics are established and followed.

Deliverables

  • Deliverable 1: Contribute to the protocol review process, via delivery of review summaries.
  • Deliverable 2: Facilitate monthly ERC meetings, including assistance with organization and note-taking when required.
  • Deliverable 3: Provide input into activities related to the engagement of technical units on Ethics Review, including advising technical teams on applications including the ERC drop-in session.
  • Deliverable 4: Contribute to the development and dissemination of guidance materials for the ERC and other research ethics committees,e.g. WHO Benchmarking Tool.
  • Deliverable 5: Facilitate trainings of HQ ERC members, regional counterparts, and technical departments.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • For band level B: First university degree in science, social science, public health, and/or biomedical ethics.
  • For band level C: Advanced degree in medical anthropology, public health, social sciences, and/or biomedical ethics, or a related health field.

Experience:

Essential:

  • For band level B: 5 to 10 years of relevant professional experience in managing research Ethics Review processes.
  • For band level C: Over 10 years of relevant professional experience in managing research Ethics Review processes.

Skills:

  • Excellent communication skills, and effective presentation and report-writing skills.
  • Ability to work in multi-disciplinary and multi-cultural settings.

Languages required:

Essential:

Expert knowledge of English.

Desirable:

Knowledge of an additional UN official language.

Location

Off site: Home-based.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B - USD 7,000 - 9,980 per month.
Band level C - USD 10,000 - 12,500 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

N/A

Expected duration of contract:

11 months.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
  • Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW). The successful candidate will be asked to provide relevant evidence related to this condition. A copy of the updated vaccination card must be shared with WHO medical service in the medical clearance process. Please note that certain countries require proof of specific vaccinations for entry or exit. For example, official proof /certification of yellow fever vaccination is required to enter many countries.
