ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

JOB PURPOSE

The aim of this post is to help strengthen national and local capacities for climate action, to ensure better decision-making and intelligent planning in the face of the immediate and future effects of Climate change. The position also aims to ensure the link between Climate change and Risk Financing issues with food security and social protection. 
Under the direct supervision of the Social Protection Officer, and in close collaboration with the Rural Development Unit, the incumbent will provide support in the activities.

KEY ACCOUNTABILITIES (not all-inclusive)

1.    To manage the Early Action (EA) and micro-insurance programmes:
- Provide support for the planning, implementation, monitoring and reporting of AA programmes.
- Supporting the development and refinement of AA plans for forecast-based funding, which include timing of activities, costs, stakeholders, targeting, and M&E. As part of this, ensure the monitoring of early warnings and associated anticipatory actions (if triggered). 
- Coordinate the management and operationalization of WFP's microinsurance programmes, including the African Integrated Climate Risk Management Programme (AICRM) in collaboration with IFAD. 

2.    Support the expansion of climate services in Niger: 
- Identify innovative climate services pilot projects and ensure that lessons learned and best practices are documented and widely shared.
- Coordinate with other drought and flood risk management and AA projects, including the Ministry of Agriculture, DNPGCA, DGPC, National Meteorological Services, AGRHYMET, ARC, UNDRR and Red Cross in the region/country.
- In collaboration with IRI, support coordination between technical and government partners (agricultural, meteorological) in the development of seasonal and flood forecasts.

3.    Act as technical reference person for the WFP Niger office on Climate change prevention and mitigation: 
- Coordinate relations with the regional office in Dakar, as well as with headquarters and other international organisations, notably FAO and IFAD. 
- Represent WFP in all climate forums (CNEDD, PTF climate, and others, as required).
- In the event of activation, coordinate with key teams within WFP and implementing partners on cash (CBT), resilience programmes, climate services, FFA, social protection and others.
- Analyse and share relevant lessons learned from climate services projects with stakeholders at country level to support capacity building.
- Organise and facilitate capacity building sessions for national stakeholders in the priority area of agriculture and food security.

4.    Support resource mobilisation and partnership building to ensure sustainable development, effective and efficient implementation:
- Establish and maintain strategic partnerships with key stakeholders. 
- Support the preparation of financing proposals, including in the context of climate finance windows/mechanisms.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Master's degree in geography, environmental sciences, earth system sciences, climatology, meteorology, disaster risk management or related disciplines or First university degree with at least 2 additional years of related work experience.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Experience: At least three (3) years of progressively responsible professional postgraduate (Master’s) experience at senior levels in international development, government aid programmes or other related fields.or a minimum of five (5) years of professional experience in the same fields for First University degree holders.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.

OTHER SPECIFIC JOB REQUIREMENTS

Demonstrated technical expertise in climate services
- Relevant professional experience in food security, agriculture, humanitarian aid or development.
- Experience of Climate change adaptation activities (water and soil conservation activities, soil defence and restoration, agroforestry).
- Experience of climate Risk Financing activities.

Contract Duration: 1 year (Renewable)

Remuneration: The gross salary for this grade varies from 23.918.000 fcfa to 30.161.000 fcfa per annum in addition to which you will be granted an allowance for spouse and dependent children under certain conditions.
