Mission and objectives

UNDP’s mandate is to end poverty, build democratic governance, rule of law, and inclusive institutions. We advocate for change, and connect countries to knowledge, experience and resources to help people build a better life.The UNDP Office in Montenegro was established in 2007. The CO supports the country in strengthening the institutional capacities, green economic growth and development, inclusion of marginalized groups in line with national priorities of the EU accession process which is a key driver of the country’s reform agenda. UNDP work in the country set with UNDP Country Programme Documents for 2017-2021 and Integrated UN Programme for Montenegro 2017 -2021 (extended to 2022).The CO Programme is mainly concentrated on advice and support to the Government to better align the legislative and policy frameworks with EU standards and strengthen capacities of national counterparts, in particular when it comes to social sector reforms, reform of judiciary, economic reforms, environmental sustainability through management of the protected areas and promoting low carbon development and in responding to obligations towards UNFCCC. Given the upper middle-income context, the bilateral assistance is limited, and donor landscape is dominated by the EU. UNDP funding increasingly comes directly from the Government (including local Government) to assist Ministries in designing and implementing the reforms.

Context

The Regional Programme on Local Democracy in the Western Balkans 2 (ReLOaD2) is a continuation of the EU-UNDP partnership and previously supported initiative – ReLOaD1 implemented in the four-year period 2017 - 2020. The total budget of the ReLOaD2 is EUR 12.63 million, while Montenegrin component is EUR 1.84 million. The Project duration is 48 months (2021 – 2024). Project implementation period started on January 1, 2021ReLOaD2 continues to strengthen participatory democracies and the EU integration process in the Western Balkans by empowering civil society and youth to actively take part in decision making and by stimulating an enabling legal and financial environment for civil society. The programme is implemented in the following IPA beneficiaries: Albania, Bosnia and Herzegovina, North Macedonia, Kosovo, Montenegro and Serbia.Working across the region, ReLOaD2 enhances capacities of local governments and civil society organisations (CSOs) to engage in productive partnerships and contributes to improved service delivery and realisation of local priorities in line with development strategies.ReLOaD2 in Montenegro, through competitive process, selected five partner clusters of partner local governments (14 local governments) with focus on institutionalization of interaction between local governments and CSOs. Partner local governments are supported to use public funding for CSOs in a transparent and development-oriented manner, recognising local needs and embracing a project-based approach. Also, the Action promotes youth engagement and support implementation of youth initiatives and will work on improvement of their economic perspectives in partner localities.The following clusters of local governments (LGs) have been selected to participate in the ReLOaD2 program:• Tara - municipalities of Mojkovac, Kolašin and Pljevlja,• Coastal Mates - municipalities of Budva, Herceg Novi and Kotor,• Together for the North - municipalities of Andrijevica and Berane,• Together Nikšić and Plužine - municipalities Nikšić and Plužine,• Central region - Capital City Podgorica, Old Royal Capital Cetinje, Municipality Zeta and Municipality DanilovgradThe UNDP with support of United Nations Volunteers (UNV) will implement activities intended for young people aged 18 to 30, with residence in the territory of partner local self-governments, to train them and provide volunteering engagement in local governments with the aim to enable young people to obtain vocational knowledge and skills to be able to continue working in the subject area or start their own business in the cities/municipalities where they live; support micro businesses struggling with market challenges, through volunteering within business community; and most importantly to improve living and working environment motivating youth to be proactive and economically self-sustainable members of society. Through the UNV deployment, the young will get their first working experience and will increase their chances of formal employment.

Task description

Under the direct supervision of UNDP Project Manager, the UN Community Volunteer will:• Undergo an induction briefing / training on the area of work / expertise of the select micro business.• Contribute to the business community by supporting them in being more visible and promoted at the local markets, by supporting them in everyday promotion on social networks and other IT platforms, administrative and financial work and vocational tasks necessary for better obtaining of professional knowledge and skills;• Assist the local micro businesses to increase their commitment toward social inclusion of the most vulnerable groups;• Advocate for the interests of communities they represent at local level, by working together with various stakeholders to achieve more sustainable results;• Any other related tasks as may be required or assigned by the supervisor withing the scope of the assignment..
