Integration Associate
Organizational Setting and Work Relationships
The Integration Associate will be supervised by a Senior Officer or Head of the Office or the Representative who provides guidance and general outline of assignments to be performed independently. S/he will work closely with the Integration Officer and other protection staff in HQ, Multi-Country or Country Office depending on the office setup.
In close cooperation with the supervisor, the main functions of the incumbent are to provide advice to the authorities, civil society and other stakeholders and facilitate the development of required policy and program interventions that support the integration of refugees in the country in line with relevant policies and guidance.
The Integration Associate will facilitate the establishment of mechanisms monitoring the implementation of integration-related activities and the coordination and cooperation among key stakeholders at local, regional and national levels in addressing gaps in policy and service provision.

Duties
- Work with the authorities and NGOs to identify strategies, develop services and implement specific actions that assist refugees, including resettled refugees to integrate.
- Map key gaps/issues and problem areas in the area of integration that require urgent attention and will support required interventions through facilitating the development of specific services or referral and support mechanisms helping refugees to make use of mainstream social policies.
- Liaise with and provide guidance and advice to government authorities, NGOs, refugee community groups, local municipalities and volunteer groups in connection with the establishment and improvement of integration services.
- Facilitate capacity building; training activities and provision of other support through for example bilateral arrangements involving other countries in close consultation with the supervisor
- Facilitate the establishment and operation of integration related networks at local, regional or national levels and the cooperation of focal points for integration among key providers either at local, regional or national levels.
- Take all necessary steps to ensure consistency of approach in the integration of resettled refugees and persons recognised as refugees in the country of assignment.
- Follow up all administrative tasks and logistical arrangements correctly and according to protection standards.
- Report on activities and follow up on legal, social and protection aspects of the integration of refugees.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Italy plays an important role in refugee protection in Europe, remaining one of the major points of arrival for persons seeking protection to Europe, with most of them arriving by sea via the Mediterranean. In 2023, 157,651 migrants and refugees originating from 62 countries arrived in Italy by sea with Italy receiving 71% of all sea arrivals to Southern Europe. Based upon current arrival trends, it is anticipated that in 2024 Italy will continue to receive the large bulk of all asylum-seekers arriving in Europe by sea as well as an increasing number arriving by land and air. While there have been fluctuations in levels of arrivals, the drivers of the movements from Africa and the Middle East moving along the Central Mediterranean and Balkan routes will remain or worsen because of the various political tensions in the Sub-Saharan region.
In this context, the UNHCR Integration Associate will directly report to the Senior Integration Associate based in Rome. The Integration Associate will perform the duties listed in the standard job description, and s/he will play a key role in the expansion of the integration activities for refugees in Italy. The incumbent will support the UNHCR integration team in implementing integration programs on job inclusion and municipal engagement. S/he will support advocacy activities related refugees’ access to relevant documentation and other activities as planned through the multi-annual planning process.
UNHCR MCO Italy is looking for a candidate with sound knowledge of the Italian operational context as well as of issues pertaining to international protection, refugee integration and in particular refugee job inclusion. Institutional relations capacity and expertise on project management would be an asset. Previous UNHCR experience is an asset. Fluency in both Italian and English is essential.
