ORGANIZATIONAL CONTEXT

The position is either based in Rome (Italy) or home-based, with frequent travels (up to 50% of the time), and reports to the global Food Security Cluster Programme and Policy Officer.

JOB PURPOSE

Information Management’ (IM) and Analysis involves collecting, analyzing, and sharing information through high quality information products designed to assist Food Security Cluster partners make programmatic, evidence-based and strategic decisions regarding aspects of a humanitarian crisis. Sound and effective Cluster Coordination relies on IM & analysis.

The global Food Security Cluster Information Management and Analysis team supports country offices through the provision of technical backstopping on data management, mapping and visualization, data and/or response analysis. The team is also responsible to produce guidance documents and material for field based IMOs and produce global IM products.

The focus of this position is to strengthen the analysis of cluster data and information in a systematic way to inform response priorities and approaches, with a focus on operational country support.

ACCOUNTABILITIES

  1. Serving as a key advisor to the FSC country teams, support them in the development of, and maintaining up to date, new FSC analysis approaches and initiatives, tools and methods (e.g., prioritization of geographic areas / population groups, definition of tailored response packages, use of early warning data and information, etc.)
  2. Map, explore and leverage/integrate relevant analyses done by country teams and/or other stakeholders at global level (Cluster lead agencies, other global clusters, etc.)
  3. Carry out deployments to pilot / conduct analyses of country-level Food Security Responses, or support remotely country teams to do the analyses
  4. Compile and disseminate findings for strategic decision making (including for senior management level); this can be through the development of online visualization tools, feeding quality information into FSC advocacy initiatives and documents, and preparation of presentations for different fora (if/as requested)
  5. Lead the capacity building of FSC field teams on Food Security Response analysis to support the wider roll out of analysis tools (collective and one-on-one trainings, development of trainings and learning materials, etc.)
  6. Lead the gFSC knowledge management efforts focused on Food Security Response analyses; this can be through the creation of material to feed the FSC Information Management (IM) Handbook and Toolbox as needed (templates and guidance) - focus
  7. Provide on demand backstopping for FSC Information Management Officers.
  8. Participate in relevant global fora as requested
  9. Any other duties as required.

    STANDARD MINIMUM QUALIFICATIONS

    Education:

    Advanced University degree in in Economics, International Cooperation, Statistics, Data Management, GIS or other related fields

    Experience:

    Minimum of 5 years of relevant progressively responsible experience in the humanitarian field and emergency context. Proven experience in Food Security analysis is required. Previous experience with inter-agency coordination (and Food Security Cluster in particular) is desirable.

    Languages

    International Professional: Fluency in English; knowledge of French is desirable.
