Organizational Setting
The Fisheries and Aquaculture Division (NFI) is responsible for the economic, social, institutional, governance and policy aspects of FAO's activities related to fisheries and aquaculture and their development, with particular emphasis on human well-being, food security and poverty reduction; post-harvest utilization, marketing and trade with due regard to the protection of the environment, food security and the well-being of fishing communities; collection, compilation, validation, trend analysis and dissemination of the best available and up-to-date fishery and aquaculture statistics (FishStat) and for the syndication of the FAO information on all aspects of world fisheries and aquaculture. The Division is also responsible for FAO's activities related to the management and conservation of the living aquatic resources used by fisheries and aquaculture, including the biodiversity and ecosystem maintenance, with particular emphasis on most vulnerable and threatened species and habitats; management of responsible fisheries and aquaculture in accordance with modern management standards and best practices; development of fisheries technology, with due regard to the protection of the environment, food security and the well-being of fishing communities, including the safety of fishers and fishing vessels.
The post is located in the Statistics Team (NFISS) within NFI at FAO headquarters in Rome, Italy.
Reporting Lines
The Fishery Statistician (Database Management) reports to the Senior Fisheries Officer/Team Leader, Statistics Team, NFISS with the functional oversight of the Chief Statistician (OCS) regarding corporate statistical procedures and quality assurance.
Technical Focus
The incumbent will be responsible for the improvement and maintenance of the FishStat data systems, applications and tools. It will involve supporting the collation, processing, exchange and dissemination of fishery and aquaculture statistics (FishStat).
Key Results
Research, technical analysis, and project related services to support the delivery of programme projects, products and services.
Key Functions
•Researches and analyses technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services.
•Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages.
•Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects.
•Collaborates in the development of improved/updated tools, systems, processes and databases.
•Participates in multidisciplinary teams, and/or leads working groups/teams collaborates with other divisions and agencies on work groups and committees and promotes best practices.
•Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within Member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials and on-line tools.
•Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations.
•Supports resource mobilization activities in accordance with the FAO Corporate Strategy.
Specific Functions
•Supports collation, processing, validation, storage, sharing and dissemination of fishery and aquaculture statistics.
•Maintains Master Data Management of NFISS, for classifications and metadata.
•Supports the data collection framework and in particular the questionnaire campaign according to the annual schedule.
•Contributes to the design, regular maintenance and enhancement of the FishStat database system, including developing and improving quality control mechanisms, error-checking procedures and routine reporting.
•Supports NFISS in the dissemination of fishery and aquaculture statistics on a range of platforms and in particular enhancing and maintaining the FishStatJ software.
•Acts as NFI-technical focal point for corporate Statistical Working and Dissemination Systems.
•Engages in the study and test of innovative technologies/architectures in the areas of data handling and data mining.
•Collaborates in providing technical support to countries in establishing and maintaining statistical systems for collecting and reporting data.
•Participates in global, regional and national workshops and trainings, including the Coordinating Working Party on Fishery Statistics, as technical resource person.
•Develops and maintains liaison and working collaboration with the partners and stakeholders within and outside FAO, including information sharing, knowledge transfer, project work and resource mobilization on areas related to data and statistics.
•Performs other relevant tasks as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements.
•Advanced university degree in data management, computer science, software engineering, statistics, fisheries science and/or a closely related field.
•Five years of relevant experience in national or international organizations in the field of data management and Master Data Management solutions with excellent command of R, RShiny, SQL, and other relevant software frameworks and programming languages.
•Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of one of the other FAO official languages (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
•Work experience in more than one location or area of work, particularly in field positions, is desirable.
•Extent and relevance of experience in analyzing fisheries-related information and databases and related issues.
•Extent and relevance of experience on data modelling, database design, data structures definition and data management processes.
•Extent and relevance of experience in methodologies and techniques employed in statistical analysis, including in the design of programmes for data processing and analysis at national and international level.
•Extent and relevance of experience on R, R-shiny, SQL, and other relevant software frameworks and programming languages as well as Java technologies, Eclipse, RCP (Rich Client Platform), and/or other relevant programming languages, including knowledge of open-source solutions and tools.
•Experience with version control software and collaboration tools such as Git.
•Experience with IT project management, including in the collection of requirements and in their translation into technical language, and with software testing and quality assurance using tools such as Jira.
•Depth of familiarity with the fisheries sector in different countries and regions, especially in developing countries and in providing technical assistance in capacity building in statistics and/or statistical systems.
