Consultant, Dialogue and Mediation/Conflict Management (SSA)

Background Information

The Project was developed and is implemented by the OSCE Support Programme for Ukraine.

The Project objective is to facilitate the use of enhanced Dialogue and mediation tools and mechanisms for conflict prevention and resolution, and post-conflict recovery.

Key beneficiaries of the project are the following:

• Secretariat of the Cabinet of Ministers of Ukraine and Reforms Delivery Office;
• National Agency of Ukraine for Civil Service;
• National Association of Mediators of Ukraine.

The Project focuses on the following:

• supporting the establishment of a conflict management system in public authorities;
• supporting dialogue on implementation of the Ukraine Recovery Plan and the host country’s identified strategic priorities;
• strengthening skills of dialogue facilitators and mediators to conduct effective conflict management in a dynamically evolving context;
• developing a methodology for assessing the effectiveness of facilitated dialogues.

Please note that this is a vacancy notice to enlarge the roster. Successful candidates are expected to work within several short-term assignments in 2024. The exact amount of working days for assignment and the contract duration will be further on communicated and discussed with the successful candidates. The consultants will be required to work from home with the ability to travel to conduct trainings if necessary.

Tasks

The OSCE is looking to recruit two highly qualified experts on Dialogue and Mediation/Conflict Management who will be assigned to deliver training on internal conflict management in public institutions for public officials (in co-operation with a co-trainer).

Job Requirements

• University degree in social sciences.
• Certified training in mediation and dialogue facilitation, preferably with international organizations.
• Minimum three years of professional experience in the field of dialogue facilitation and mediation, professional experience in the field of institutional conflict management would be an asset.
• Minimum three years of professional training experience in the field of conflict prevention and resolution, mediation, dialogue facilitation.
• Solid understanding of the dialogue culture in Ukraine; membership in professional organizations/associations/communities would be an asset.
• Excellent knowledge of Ukrainian, including excellent communication and writing skills.
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks.
• Computer literate.

Remuneration Package

Remuneration will be in accordance with the OSCE Support Programme for Ukraine established consultancy rates. Candidates are encouraged to include into the application their financial proposals for the foreseen services.

Проєкт був розроблений і реалізовується Програмою підтримки ОБСЄ для України. 

Метою Проєкту є сприяти використанню інструментів і механізмів діалогу і медіації для запобігання і вирішення конфліктів, а також для пост-конфліктного відновлення.

Основними бенефіціарами проєкту є:

• Секретаріат Кабінету Міністрів України і Офіс реформ Кабінету Міністрів України;
• Національне агентство України з питань державної служби;
• Національна асоціація медіаторів України.

Проєкт зосереджений на наступному:

• підтримка формування системи управління конфліктами в органах публічної влади;
• підтримка діалогу з реалізації Плану відновлення України і визначених стратегічних пріоритетів України;
• зміцнення навичок фасилітаторів діалогу і медіаторів здійснювати ефективне управління конфліктом у контекстах, що стрімко змінюються;
• розробка методології оцінювання ефективності фасилітованих діалогів.

Завдання

ОБСЄ прагне залучити двох висококваліфікованих експертів із діалогу та медіації/ управління конфліктами, яким буде доручено провести навчання з управління внутрішніми конфліктами в органах публічної влади для публічних службовців (у співпраці з другим тренером).

Вимоги до кандидатів

• Університетський ступінь із соціальних наук.
• Сертифіковане навчання з медіації та фасилітації діалогу, бажано з міжнародними організаціями.
• Мінімум три роки професійного досвіду у сфері фасилітації діалогу та медіації, професійний досвід у сфері управління інституційними конфліктами буде перевагою.
• Мінімум три роки професійного тренерського досвіду у сфері запобігання і вирішення конфліктів, медіації, фасилітації діалогу.
• Чітке розуміння культури діалогу в Україні; членство в професійних організаціях/асоціаціях/спільнотах буде перевагою.
• Відмінне знання української мови, в тому числі відмінні навички спілкування та письма.
• Продемонстрована гендерна обізнаність і чутливість, а також здатність інтегрувати гендерну перспективу в завдання.
• Комп'ютерна грамотність.
