Context
UN-Habitat has been actively working in Guinea-Bissau since 2015, with its action embracing a series of areas associated with sustainable urbanisation, including urban resilience, urban and regional planning, urban governance, reduction of land-related conflicts, basic services delivery, affordable housing, urban policy, and related legislation, etc. The Programme in Guinea-Bissau also plays a key role on partnerships with, amongst others, UN sister agencies and the European Union, and especially with the Ministry of Public Works, Housing and Urban Planning (MOPHU), the Ministry of Economy and Finance (MEF), the Ministry of Environment, the Ministry of Local Government, well as regional and city authorities.UN-Habitat operates under the framework of the Habitat Country Programme Document (HCPD) for the 2022-2026 period, building on the UN Sustainable Development Cooperation Framework (UNSDCF) established in 2021, in line with the Government Programme 2020-2023. For this period, UN-Habitat aims to strengthen its niche position as "thought leader", setting the global discourse and agenda on sustainable urban development, driving the policy discussion, generating expert and cutting-edge knowledge, shaping technical norms, principles, and standards, and acting as a multiplier in the exchange of knowledge, experiences and best practices in cities and other human settlements.To coherently implement its HCPD and respond to the increase of the country portfolio, UN-Habitat, through its Regional Office for Africa, needs to open a UNV as Monitoring and Evaluation (M&E) position who will act effectively as the Monitoring and Evaluation in close coordination with the National Coordinator in Guinea Bissau.
Task description
Under the direct supervision of the National Coordinator, the UN Volunteer will undertake the following tasks:• Support Programme Officers and technical personnel in UN-Habitat for result-based Monitoring and Evaluation (M&E) tasks.• Ensure effective data collection and reporting on output indicators and conduct results-based field monitoring.• Keep detailed records of activities, expenditures, workplans, calendars, and results frameworks.• Coordinate closely with program, operations, and communications teams to track progress towards indicators.• Establish and manage internal systems for project monitoring and reporting within UN-Habitat and for Implementing Partners.• Contribute actively to developing and quality control of work plans, budget/project proposals, and expenditure reports.• Monitor implementation of agreed work plans, providing recommendations for project and overall program performance.• Design tools for systematizing data and information related to the Projects.• Provide tools for data analysis and visualizations of progress.• Ensure periodic updating of Project monitoring and propose corrective actions as needed.• Conduct field visits to monitor Project activities and ensure data accuracy.• Carry out consultations, interviews and surveys to gather information on the implementation and impact of the Project with Projects counterparts and beneficiaries.• Take overall responsibility for the project’s reporting activities: draft, compile inputs, finalise, ensure design and synthetic infographics for all ad-hoc, donor and corporate reporting requirements.• Support programme staff in the effective use of tools and methodologies for planning, monitoring, and reporting.• Identify and formulate lessons learned from evaluations and studies for integration into the broader UN Habitat country office.• Representing UN Habitat as the focal point for the UNCT's M&E activities, as well as feeding the UNInfo platform.• Support the conceptualization, planning, execution, monitoring, and evaluation of an advocacy and communication strategy to leverage better results and mobilize resources.• Develop and produce multimedia products and online campaign narratives to advance UN Habitat mandate.• Maintenance and update of Un Habitat Guinea Bissau online pages and social media platforms for dissemination of project results.• Perform any other duties related to M&E as required.
