Overview

Background:

Médecins Sans Frontières (MSF) is a leading international independent medical humanitarian organisation, dedicated to providing expert medical relief to vulnerable populations at times of conflict or disaster. In over 75 countries worldwide, MSF provides both life-saving emergency relief and longer-term assistance to make basic healthcare services available to the most vulnerable or excluded communities.

The Italian section of MSF contributes to the International MSF movement through human resources, fundraising, communication, support to field operations and

programmes.

Scope, reporting and accountability lines:

The Deputy Director General oversees all dossiers and objectives delegated by the Director General (DG) related to internal coordination in MSF Italy.

The Deputy Director General is directly responsible for the implementation of strategic objectives delegated by the DG as per the 2020-2023 MSF Italy Strategic Plan. S/he is part of the Management Team (MT) and provides support to Management Teams-related matters upon request. S/he will have direct oversight of major transformational projects as delegated to her/him by the DG. The DDGIA is a newly created role within the MSF Italy General Direction and its scope and function may evolve over time.

Responsibilities

Strategic frame and dossiers:

• Upon delegation by the DG, s/he leads specific strategic pillars of MSF Italy that are directly under the General Direction Department.

• S/he oversees the implementation of activities and projects linked to the above mentioned pillars, including the planning and monitoring of the resources needed for the achievement of said objectives.

• S/he will design and leads the strategic planning and will monitor its implementation.

• In coordination with the DG, he/she will coordinate the Annual Planning process, including definition of objectives, monitoring and lessons learned exercises.

• S/he is particularly attentive to transversal issues and long-term strategies, and anticipates the necessary means, ensuring coordination with departments if necessary.

• S/he chairs the MSF Italy Strategic Platform.

Coordinate the executive implementation of MSF Italy Strategic Objectives for Association, EDI and Environmental Impact:

• S/he will coordinate with the MSF Italy Association Coordinator and support her for the achievement of the objectives related to Association stated in the Annual Plans.

• S/he will be the main counterpart for MSF Italy EDI Advisory Board and to ensure adequate resources and support for the implementation of MSF Italy EDI Roadmap.

• S/he will be responsible for making MSF Italy a more sustainable organization in accordance with MSF Environmental Pact.

Innovation and Project Portfolio Management:

• S/he will be the executive sponsor and will take the lead on transversal and high-risk projects.

• S/he will supervise the Head of MSF Italy Project Management Office (Head of PMO), and through it the entire MSF Italy Project Portfolio.

• S/he will support the Head of PMO ensuring projects are well scoped, that they follow a clear governance.

• Upon request of the DG, s/he will support different departments in developing business cases for new activities and projects.

• Upon delegation by the DG, s/he oversees and steers the development plan of new initiatives together with the concerned directors, including planning and budget (for final arbitration with the GD).

• Supports the DG on long-term strategies regarding MSF Italy organizational evolution and the involvement of partners as per the Strategic Plan.

Responsible to implement MSF Italy Strategic Objective about Volunteering:

• S/he will supervise the Volunteering Program Manager.

• S/he will be accountable for the success of the volunteering program and the harmonious integration of all the stream of works related to this objective.

Information and Knowledge Management:

• S/he will be responsible to develop and implement the Information and Knowledge Management System for MSF Italy.

• S/he will ensure internal communication in MSF Italy runs smoothly.

Other activities:

• Be part of the MSF Italy’s Crisis Management Team’s roster and participates upon request to security or reputational crisis in support to the General Director.

Qualifications

Essential requirements (Education/experience):

  • 10 years of experience in the international humanitarian sector, including at least 7 years of experience with MSF in leading roles at senior level
  • Excellent level of English (C1)
  • Experience in organizational learning strategy
  • Knowledge and experience of at least 2 years in ESG and EDI

Conditions: 

Contract: Fixed-term 3 years. Full time contract, "Dirigente" level of the Italian CCNL "Commercio". The contrat might be extended for additional 2 years depending on organizational needs. 

Gross Annual Salary: 59,360-71,960 Euros, depending on the experience of the selected candidate.

Start date: June 2024

Duty Station: Hybrid. MSF Italy Rome office, and from home.
